Dubrovnik introduced quarantine rules in 1377 to protect both people and trade.

As plague threatened Mediterranean commerce, Dubrovnik's Great Council required travelers and merchants arriving from affected areas to undergo isolation before entering the city. The 1377 measure is widely recognized as one of the earliest formal quarantine systems in the world.
